Weird. I've never seen World of Darkness get abandoned, ever.
I've only ever seen a 24 man abandoned two times in all the years I've been playing.

23 times, 2 completions? Sounds like hyperbole... sorry, but I'm not buying it. Even with the influx of newer players raids aren't nearly that bad, and even if they were, they would be better than the absolute snore fest alliance roulette usually is. The penalty is fine. If you don't want to participate, simply eat said penalty and do something else for 30 minutes. Gather, craft, start watching a tv show you've been meaning to get into, w/e. It's really not that big of a deal.

I've never seen a 24 player raid fail and I've been around this game since beta 1.0. I'd suspect the OP is the cause of their own issue. 1-2 wipes does not equal duty failure. It just means you aren't clearing it at the rate of a speedrun.

The way you remove the cooldown for withdrawing from an instance is to vote abandon.
I can agree the first boss can be tricky if there's several people unfamiliar, especially since it's a fight that once it start to go south it implodes fast. On that end I say no to removing punishments for leaving. And I'm not a huge fan of that raid; but I will complete it since that's what I was given. I've only ever seen a vote quit go through once because we had people do literally nothing but die instantly and refuse rezzes because they want to be carried.
I see it as the potential chambered round in the daily Russian roulette.

That sounds like some spectacularly bad luck O.o I mean I've had a few really terrible runs (one where the dps was SO BAD that we saw the shadow worms on Cloud of Darkness - a mechanic I previously Did Not Know Existed), but I think I've only seen one group just straight up fall apart entirely like. Ever.
Unless you're saying you only have 2/23 completions because you're just bailing on the groups, in which case, I mean... OK? Leaving is your prerogative, but removing the penalty for bailing, especially for WoD of all things, doesn't really give any benefits that I see offsetting giving up the entire purpose of having the penalty in the first place.

World of Darkness is either super smooth, or you meet a bump on the first boss. I can count on one hand the amount of times I haven't been able to clear in all the years since it has come out. The worst was when I came in-progress. 14 minutes left on the timer and stuck on the first boss. It was only so bad because people kept leaving. So, no. The penalty stays. Take your lumps. Wiping for three pulls in WoD is still faster than doing a SB/ShB alliance raid, so I am not sure what the problem is.
