It would be weird if the forum just sent a spy to scope out some random religious group and then somehow got mixed up with a bunch of Sharlayan scholars who do activities that the Forum probably doesn't approve of.

I don't agree with the theory, but playing devil's advocate, that actually kinda makes sense if you assume Sharlayan has some connection to Venat/Hydaelyn (who would be aware of Minfilia's significance, whatever it ends up being). Unless we're just thinking Minfilia has no larger relevance to the plot besides "Got taken by Hydaelyn once and then went to the first". If Minfilia was important to Hydaelyn and Hydaelyn had a connection to Sharlayan then you might see Sharlayan send a spy to Minfilia's side. It's a silly theory though and obviously there's zero evidence for it.

I know that the theory is very silly (that why i said tin-foil hat) but the one thing about this game is that everything is on the table
