I think the point you are missing is that you don’t need to do anything “utilizing a combat job in a meaningful way” to enjoy playing this game. Many people enjoy the game immensely for other reasons entirely, and that’s fine.

Indeed I would argue a very small percent of time in game is actually spent in a combat situation, let alone one that needs serious attention or focus.

I’m not trying to say “your fun is wrong” by any means- if the only enjoyment you get is via raids that is fine- but at the same time, the guy who just likes hanging in Limsa playing his flute, or the cat girl trying out some crazy new outfit… or the half naked Roe’s flexing…etc etc. Their fun isn’t wrong either.

That isn't what I am asking though. I am asking, what there is to do that involves utilizing the combat job. I don't care about raids.

Agreed, in the sense that it's chock full of healthy stuff with only a handful of the stuff that's high in cholesterol and carbs. Seriously, though, my favorite aspect of an MMO is the leveling experience, and I think that FFXIV's leveling experience was fantastic. Savix has a video where he's trying to convince the mods on his stream to try out FFXIV, and one of them asks, "How long does it take to level cap?" His response was, "You're thinking like a WoW player. The level cap doesn't matter. You can have fun at all levels in this game." It's refreshing to see that perspective return. The endgame is just that: the end of the game. Building an MMO around an endgame is a losing prospect because the point of the endgame is to keep you busy once you've run out of content. By nature, it's going to be grindy, difficult, and fun only for the most hardcore players. I'm so glad that SE hasn't completely lost sight of that fact the way that WoW has.

What you're so affectionately calling "meat and potatoes" is the part of the game that most new players could care less about. I know lots of people love raiding, but I personally don't find much joy in practicing against the same set of hardcore boss for days and/or weeks until defeating them is second nature, only to continue repeatedly farming them week in and week out for another pull at the loot lever. I prefer the diversity that's inherent in leveling a character: the changes of scenery, the plots twists in the story, the updates to my rotation, and the sense of power progression are the real meat and potatoes, in my opinion, and FFXIV has those in spades.

    A. I don't care about raiding. Which is the issue. Outside of raids, the PvE content is severely lacking.
    B. "What you're so affectionately calling "meat and potatoes" is the part of the game that most new players could care less about." I wouldn't ever dare to try and speak for people and what they care about. Especially when it's impossible to even know.

I don't understand what you want, then. There's Bozja, there's PoD/HoH, there's housing/gardening, there's glamour, there are beast tribe dailies, there's the duty roulette, there's crafting, and if all else fails, you can always level a new character from scratch. It seems to me like there's tons of PvE content. What exactly are you expecting?

Raiding can be a lovely way to exercise your job meaningfully, but playing your combat job in a meaningful way doesn't have to only happen in endgame raids. For me, other than raids my two favorites are:

    Deep Dungeons
I'm constantly impressed and amazed at the job specific strats and tactics used in Deep Dungeons, especially solo runs. Probably the singly clearest example of this is each job's solo gameplan for the PotD floor 180 boss. Flippin everyone deals with that boy differently. Deep Dungeons aren't a one size fits all kinda thing, and every job excels at, or struggles with, something different.
    Check out Angelusdemonus for more.

    PVP
Since PVP really breaks jobs away from long form rotations, there is a surprising amount of uniqueness and skill expression in how each job leverages their tools, especially in smaller modes like The Feast where things like comp and each individuals decision making matters more. And as PVP is all about outplaying others, those subtle nuances and optimizations really start to stand out.

    Honorable mention: exploration zones.

Last I checked, majority of those listed, are not PvE content. Of the two, one serves niche purpose for an ugly "imo" relic, and the other is content that is 4-6 years old and doesn't actually provide any incentive to run it.
