I thought the reason they didn't want to add more dps spells to healers was because players who only wanted to heal would feel pressured to dps by the community. As much as I would like more abilities to use while questing and doing the MSQ, I think what healers really want is something to do during downtime and it doesn't necessarily have to be a dps rotation. In fact I think the whole reason we are getting sage is because the design team misinterpreted why people kept asking for more dps abilities. Not every healer wants to play a pseudo dps. I'd say they just don't want to be bored pressing 111111 while other players get to have interesting gameplay.
