The simplest reason lore wise why we will never get a Shiva summon is that we do not dare summon even a copy of her and it get back to Hraesvelgr. He has already made it clear that he was not happy with Ysayle and he trusts us to honor her memory.

I quite literally do not care about lore in this regard seeing as how half the playerbase runs around in froggy suits and flying cars. Give us Shiva, Leviathan, Ramuh, Alexander, and all the classic summons whether as glam or unique abilities.
We are long past the point where we should allow lore to restrict people's fun and overall class fantasy.

I want what nobody else seems to be asking for: A Good King Moggle Mog XII summon.
Alternatively they could make that one some kind of 180s cooldown to do something, either big damage or utility.
But regarding the OP... I do think they are "saving" extra gemstones to the next expansion, so the SMNs will have something to look forward to.
Maybe those will be activated after Demi Phoenix, so you won't just repeat the previous 3 gems.





I whip out phoenix in trusts with alisae all the time.
And bahamut in Paglth'an.
I have yet to receive any consequences for this.
