People currently dont stand in AOEs for Seigan because, well, most people have no idea that it is a bit better than shinten, but with the new third eye, they'll see the 10 kenki gain and that will motivate them to stand in AOEs...
Truly this is the one thing that made me facepalm about the new sam. Why SE???
Almost all the new raids give damage down instead of a vuln up, its probably not going to be a problem.
