In fact, I'm a bit astonished they didn't attach it to Guren/Senei, it seems like an obvious target for it.

They could instead make it work like Life of the Dragon, where each usage of Ikishoten or Tsubame granted a stack. Downside is that it wouldn't be available on the pull (and in fact, would desync, because you'd get the 2nd stack at the 60s mark), but they could fix that by having either the first usage in a given combat session grant 2 stacks, or have an ability like Reaper's Soulsow that's only realistically usable outside of combat and grants a stack, so the first usage would bump it to 2 stacks and thus allow usage.

Personally, I'd prefer just tying it to Guren/Senei instead, though.

Personally, I think Samurai could use a charge-based or resource-consuming GCD attack, similar to Sabre Dance for Dancers, which serves a very valuable role for aligning GCDs prior to Flourish. In the case of Samurai, it should probably be designed as something that's essentially a null DPS gain/loss, so it can be used or not used as needed.

If they added a new on GCD melee that did ~500 potency and cost 10 Kenki, it would land at the same potency as Yaten + Enhanced Enpi + Gyoten, and the same cost, without requiring the movement, and fill a similar role, delaying the GCD sequence to align better. Or alternatively, closer to ~370 potency (based on the potencies in the EW tooltips) and not have it cost Kenki. Maybe drop the potency slightly from a "null" potency level, so using it is a small potency loss, made back up by allowing the burst sequence to properly align, to prevent that new ability from simply being spammed (could also give it charges to help prevent that, though with a relatively short CD so it's generally readily available for its intended GCD-alignment purpose).
I like the idea of a GCD attack that is dps nuetral, uses resource, and provides filler. This is all provided that filler is still necessary come EW. Another one sen hit that wasn't a DoT would be nice as well, but I don't know if they can swing that. I don't see why not though, since they do it for ninja with its mudras.

Whatever the capstone was tied to is irrelevant at this point. I'd have personally preferred meditation stacks, but Senei/Guren works as well. Anything but Ikishoten. It's lazy and hurts our Kenki generation for no reason.

Damage is easily addressed by buffing potencies.

People don't stand in fire for Seigan, they won't do it in Endwalker. The rdps loss if you require a healer GCD isn't worth it.

It looks like a return to SB SAM without the strict loop thanks to Tsubame and Meikyo being on charges.

Seigan do more damage than Shinten, kenki-wise so its worth it.
Face pull ? That will disrupt the pace of the group and no one want that, you’re the tank, you should know the important of pacing more than anyone.

Miss seigan, because it had a cool animation, and much more satisfying to use than shinten (which will lead to even more shinten spam....).

Appreciate charges on tsubame, as it will allow to be much less strict on sks for avoiding drift.

Yeah, I don't know if we're getting out of the strict rotation bubble. Tsubame Midare isn't richocet/gauss round. We miss a Tsubame in a raid window and our dps is tanked. If it works out that you can get both stacks under raid windows then we're back to a strict rotation, plus or minus a GCD.

Naturally it'll be better to get Tsubame in raid windows. What the charge system prevents is drifting those cooldowns out of raid buffs for the rest of the fight. Right now if you have to delay your Tsubame even just by 1 GCD, then every Tsubame after that will also be delayed by 1 GCD (or more). That's why the strict loop is so important. But now Tsubame keeps cooling down even while you're sitting on one charge, so it's massively less strict. You can delay it a little and it won't mess up the next window. Same thing for Meikyo. The only thing you have to keep on a perfect loop now is Ikishoten, but that's not a huge deal since you can press it pretty much on cooldown as long as your kenki is <=50, it doesn't have other requirements to extract max DPS like Tsubame and Meikyo do.

We shall see. Like I said, Tsubame is far more potency than a lot of the other stack abilities. I think Raiten is the only thing that even comes close. If it is possible to get them both under raid windows, then it is going to be a massive hit to let one drift outside. I suspect we will just use Tsubame a lot like Mudras going forward. Burn them all in windows, and then let both recharge for the next window. I can see the prepull shenanigans coming now, just so we can get both charges inside all raid windows. Yahoo.

I doubt stocking charges will happen because doing 2 tsubame midares, a higanbana refresh, AND Ogi Namikiri is at minimum, 15 GCDs. 3 GCDS to get the 3 Sen under Meikyo, 1 for Midare, 1 for Tsubame, another set of that to use the second charge, two GCDs to get 1 Sen for Higanbana, 1 for Higanbana itself, and then 2 GCDs for Ogi Namikiri + Kaeshi Namikiri. Even if you set it all up perfectly so that you go into raid buffs with 3 Sen already stocked, the absolute minimum amount of GCDs required to get everything out is 11. There's no way you can do that in 15 seconds and even 20 seconds would require an absolutely bananas amount of Skillspeed, which I seriously doubt will be worth melding for (and might not even be possible, you'd need a <2.00s GCD). It's not only way simpler but probably more optimal to just use 1 Tsubame charge on each minute window under Trick (thereby also letting you get an extra Gekko/Kasha/Yukikaze under trick), rather than meld nutty amounts of skillspeed and do extremely strict loops just to maybe catch 1 extra Tsubame in the few 20s buffs that exist.

They reduce SAM's ogcds but add more GCDs in SAM rotations.
Additionally, we don't need to deal with Tsubame-line-up BS anymore.
This change will get SAM more flexibility like SB SAM which has more fluid gameplay than ShB.
