you are half right. they do stack now, but they refresh slower. it was 16 every 36 hours, but it's now 12 every 36.Not only gil. If memory serves that's about how long it took for the markets to some what gel. In that all items that could be crafted and gathered were being gathered and produced.
I am unsure about how quickly gil would pile up due to rewards from quests and leve's. On one hand the raw amount is lower per leve but they refresh faster and stack now. I think it might be a bit of a wash with out any number crunching.
edit: you also have to take into consideration the rewards for the leves are lower now than they were originally.

I didn't, actually. I was in Quetzalcoatl my whole 7~8 years. I'm guessing you're talking about crafting levels?
It used to refresh 8 leves every 36 hours.
Basically this is what happened:
Outcasts (people with bad reps and etc) flooded onto the new world and created havok for the poor new people who joined on that world (basically max level crafters controlled everything and people were forced to buy off NPCs)
Linkshells who were tired of competition moved to it, which many other linkshells with the same idea moved to it, since fresh world and new people won't be in end-game scene for months.
This made these 2 new world uninhabitable for new players for the longest, so just having a lot of gil won't really do much to a new world compared to other factors because the greedy nature of humans always rears its head when there's a fertile opportunity to make a fortune off other's misfortune lol.
sorry to correct you, but that is incorrect. it was 16 total. 8 local leves and 8 regional leves for a total of 16 leves every 36 hours. now they are combined and there is 4 leves total every 12 hours. that ads up to 12 total leves every 36 hours.
math states 16>12
you are only counting either regional or local leves and completely leaving the other aspect out. it was 8 of each for a total of 16.

but ,yeah, originally you got 8 regional and 8 local leves every 36 hours. it would only be 8 if you only did the regional for the battle classes so it would seem like more, but for those of us that did both local and regionals it was a reduction.
that was part of the leve counter changes was that they combined local and regional leves into the same number. they were completely separated. it was nice when you were grinding crafts that you could do both at the same time and not effect the other.

That sounds like serious blowies. Hopefully the "temporaryness" (I can make up words!) of the measure takes this into account before people go all fee-fi-fo-fum on the MWs.Basically this is what happened:
