I'm assuming that they're referring to FC members coming into the FC house to eat the items (FC members automatically being tenants as long as their rank permissions don't restrict house entry).

Ok, so then this is about FC members being able to use the food decorations in homes belonging to their FC, and not about random people ransacking any old unlocked home? I was about to have my first ever panic attack.
