Why do Scholar's job quests still require a level 30 Arcanist to start?

Why do Scholar's job quests still require a level 30 Arcanist to start?

Because like all basic jobs from ARR...

BRD need Archer 30
PLD need Glad 30
DRG need Lancer 30
etc.

The extension jobs don't need it because it already depends on the access to these extensions.

MCH, DRK, AST by finishing the ARR content first.
etc.
