Why do Scholar's job quests still require a level 30 Arcanist to start?

So Lore-wise, Arcanist→Scholar, but Mechanics-wise, Arcanist→Summoner? Or at least, that's how it used to be?

In ARR both Scholar and Summoner used the entire Arcanist kit with additions to it from their respective job stones. It was really fun to see Aetherflow used offensively on SMN with a pet focused on damage while SCH had a pet focused on healing and used Aetherflow for support, healing, and damage. Energy drain did the same thing for both classes and it made sense. As the susbsequent expansions morphed the two linked classes the logic that was once undeniable became muddled and confusing especially when SCH's just forgot spells they knew one level earlier as Arcanist. Now people keep making claims about how Arcanist is more tied to one than the other and it's just funny how time and system changes have let the argument evolve.
