    No, Bloodsworn is rank 8. Fill the rank 7 bar to max, then do the single tribe-specific quest nearby.

    Rank 9 "Allied" requires you to get rank 8 in all three beast tribes, then do a unified beast tribe quest, after which all three will simultaneously go up to 9.
