It depends on what we mean by the chauffeur.
I think Ritsuko meant it's unreasonable to have an actual person be there anytime with you at a ring of bell.
SE could make it that the chauffeur is made with aether (after some quest) so we can call them anytime, tho.

The true answer is that the warrior of light isn't respected and is expected to go on constant fetch quests so of course nobody wants to drive us around :T , Frey was right about everything.
Retainers only appear in city. And lore wise they're stationed in a certain city of our choice. So I think actually they did not appear before us but maybe we give orders through linkshell.You mean like the bells that summon our retainers that are already ingame? :O

It's an interesting mount idea at the very least, even if it was just some machine chauffeur literally driving us. There is one that carries us though: the magitek death claw.
Actually, thinking on it, there are quite a few that carry us, like the gorilla one too. I'd be interested to see how creative they could be with an actual chauffeur.
