Why is there no mount where an NPC drives us?

Your character has retainers. Your character is a grand company officer. You'd think they wouldn't have to drive themselves everywhere. It would be nice if on any 2+ person mount there was the option to put an NPC in the driver's seat and hop in the passenger.

They kinda got something like that with the chocobo rides and those birds in kugane, but their only set for certain destinations.

Does the gilded mikoshi count? There's no actual driving involved but you are being carried and flown around by a pack of namazu.

Yes, not unlike the Chauffered Chopper in WoW (it's a single-person mount with an NPC on the bike in their chauffer attire; you jump in the sidecar).

SWTOR has a mount where you chill in the back whilst eating grapes and getting chauffeured around. I always felt this is what the Mikoshi mount should have been.

Probably no NPC driven mount for the same reason people don't just cure any injury or illness in Pokemon by stuffing someone in a pokeball and putting them on that machine in the pokecenter.
