The recast time is your opportunity to move. Reducing both the cast and recast isn't really much of a mobility option outside of slightly more frequent slidecasting abuse. AST removing all cast time while keeping the recast time is what makes Lightspeed so incredibly good. The fact that Lightspeed has a 1 minute shorter cooldown is honestly a cruel joke.
