Whether the lottery solves the issue or not, people should be able to "estate share" with an apartment or FC room. I see no reason not to.

I know you can open rooms to the public but it's not the same.

Apartments are still available on every world except Balmung so there's little need for tenants in apartments (except on Balmung).

No need for tenants in FC rooms when the friend can buy their own FC room (even if it were an option a tenant would probably need to be a FC member).

Besides, it's not apartments and FC rooms that players want. They want access to houses.

Increasing the tenant limits for personal houses would make sense. I recently started a FC with a few new players as members. The chances of getting a FC house for them to use at this point is slim (not interested in going to the black market) and none are able to purchase an apartment at this point (the closest needs to work on GC rank).

I don't mind sharing my house with the FC so they can have access to things like a Chocobo Stable and garden, plus the cheap teleport when they're trying to get back to Limsa but I'm limited to 3 tenants when I have 5 FC members other than myself. Fortunately they don't all want access for now but it would be a problem if they did or if I started growing the FC more rapidly.
