There is no "leech" the heal seems to be an independent effect. It just triggers when the Sage casts certain spells. It seems to have 170 potency.

Ah. Weaker than regen, then. Over 18 seconds you get around 7 casts, which puts it around 1190, or about the same as Regen. The spell enhancer is a 1.0 second GCD. Regen is better for multiple targets, while Faerie/Leech is "Free" on the GCD.
However the Faerie cannot simultaneously Embrace multiple targets and the Sage cannot designate more than one, so the auto healing is comparably poor for spot healing. Now they just need to exploit that difference more.
Pneuma II is an oGCD damage AoE with 510 potency with 45s CD and 2 charges that also triggers that effect. Potentially you can weave it in during your dot (Which the application off also triggers said heal.)
In fact all your Damaging spells with Sage seem to trigger that effect. Including your AoE art of war equivalent and the instant GCD you get when your "leech" target gets attacked by an enemy (Apparently, its not confirmed. When the enemy attacks your Cardia target, you gain a stack of Purple circles, that is used for the 330 potency instant GCD aoe.)

You are thinking of Phlegma III (Pneuma II doesn't exist) and that's a GCD. Sage doesn't have any oGCD damage spell.
