I think it would be good if the Hall of Novice, as it is now, is required for when starting out the game. Some new players don't realize it's a thing. And then another Hall of Novice be added/updated for each new expansion when the level goes up, so if people skip or people start a new healer job and haven't ever played healer before as an example, learn basics there. This would include different stack markers and what to do with them. I have personally seen a lot of people not knowing what to do with different markers that have been in multiple past pieces of content.

Hall of the novice would definitely need some improvements before it can actually teach good gameplay. In the tank missions there it still teaches you to pull small sets of mobs despite being able to easily tank the entire group if the npcs healer next to you did literally anything. Or in the dps missions I think it tells you to only attack the target the npc tank is attacking. That's not how dungeons work.

Don't ignore the social component of an mmorpg. It's fine to be bad, it's fine to be a nurd. There's common ground for all of us!

Sooooo, if you really can't handle it. You're free to leave or start a kick vote right? I think both of these are the wrong decision but that's me!

You're free to do whichever ^^

Have a heart for newbs, be they boosted or not!
As I said in my multiple posts in this topic, I have no issue with new players or players new to a particular instance. If I notice the "new bonus" message at the start of the dungeon, I generally offer advise to unique boss mechanics to look out for. If I'm tanking and either the healer requests it or see them struggling, I have no issue with switching to single mob group pulls.

That is not the issue being discussed here however, and it's not an issue that prolongs dungeons for 5 or 10 minutes, but for 50+ minutes. It's players that decided to skip the whole game and are now wiping to basic knowledge stuff, so players have to explain 70 levels worth of mechanics and gameplay within the 90 minutes of the dungeon or leave and be punished for the decision of another player.

I didn't suggest something like this because it would require dev time to create said tutorial dungeon, but if it's possible and doesn't waste a lot of time and resources then I'd definitely love to see something like this.

This training instance would teach all of the basic combat mechanics and markers (aoe and otherwise), and players would not be allowed to skip or leave the instance to join the normal world without completing the each "mission" within (e.g., "Successfully stack with your "party" for the Stack AOE marker," "Successfully use an Auto-Attack," and "Avoid being pushed off the ledge").
This instance should take less than 10 minutes to complete, far less than that if the player truly knows what they're doing.
Similar to the Novice Network, but just a single instance and not specific to the class or role.

Perhaps, one day, the team can introduce job-specific tutorials, similar to what PSO2 (not NGS) provides, and incorporate that as an optional experience as well (because at least where healers are involved, there's generally a massive disconnect between what Yoshi and his team want the players to do and what healers actually do, so the tutorial could be a waste of time (although, on the other hand, perhaps making such a tutorial would force them to learn more about the jobs and help them to develop them better...)), but, to be honest, time and experience are really the only way players, new and old, can determine how to improve upon the play of their chosen class.
Better yet, make it available to all, just mandatory for boosters.

That way the player that took a break from the game for 6 months or took a break from a specific role for 6 months and wants to pick it back up can go in for a refresher before jumping into group content.

I don't agree with locking boosters to only grouping with mentors for 168 hours. That punishes the boosters that actually put forth the time and effort to actually learn how to play their class before jumping into content that's appropriate for their boosted level.
