This isn't a matter of parenting. A parent is not at fault for letting their kid play a game where their age matches the rating. This is a matter of behaving like a normal person in front of children as per the terms of service.

In all honesty I actually think that the rating is too low, especially after having played it again on NG+ there's so much explicit content and pretty extreme levels of sexual violence being referenced.
The game is and always has been full of more late teen to adult content too.
