So you tested one apartment block, out of over 40 across the Gridanian wards, and assumed nobody can get an apartment because the one you tried was full?

I had the same thing happen when I was looking at apartments for one of my characters, because I tried Ward 1 first. That block had no apartments available, so I picked a random number ward instead, got the apartment straight away. They're not connected and the first ward will naturally fill up because most people just click the first option on the list.

Also you can actually fit a surprising amount of stuff into an apartment and even make multiple rooms.

If I can't have an outdoor, I don't have fun with housing.
At least, towns' inns offer cosplay machine. Or I should say to access cosplay machine, housing is again useless.
The way I see it, housing in this game is here only to frustrate people. Event rewards, outdoor housing stuff events rewards, stupidly adds to the frustration.

Just my opinion, take it with a grain of salt, on an open wound.

It's fine if you don't like the function of apartments. But that's a separate thing to saying that the problem that they are "like houses, limited" and not many people can own them – apparently based on the fact that you tried once and couldn't get one.

I've never seen anyone else ever complain that apartments are unavailable.

Seeing how they're on the same server as I am (odin), I can confirm: Apartments are very much available if you look outside the very first apartment block in the very first lavender bed ward...
