First of all, you get a bonus for having a newcomer in your Duty Finder group, which you are told is compensation for any and all inconvenience/waiting. You implicitly agree to this compromise any time you enter a roulette, so if you're unwilling to wait for a sprout in cutscenes then it is you who are not abiding by the terms.

Second, the healer is participating. They are simply participating in helping the sprout enjoy their MSQ cutscene, and not in your imagined speed-run that no one agreed to. As someone else already mentioned in this thread, the "MSQ Roulette" now exists and has unskippable cutscenes (even if no one is new) precisely because of people like you. Do you want all dungeon cutscenes to be unskippable from now on? Because you're asking for it.

Third, if one DPS and one healer are waiting for a cutscene, it sounds like at least half the group wants to wait. So, you're certainly not in the majority in insisting that you rush ahead before the group is ready. Heck, the other DPS probably doesn't mind waiting, but is afraid to get kicked if they hurt the tank's delicate feelings. Where do you get off, pretending you decide what is "participating" or not?

I'm sorry, aren't you the one suggesting you'd report people who wait for others to finish their cutscenes? Sounds pretty nasty to me.
