The game lets you choose Direct X 9 from the config menu, but then crashes and says you need the latest DirectX version.

My question is.. Why is that option there in the first place??
The game supports the DX9 and DX11 engines, thus it has the dialog to switch.
But, not all systems have DX9, as it is a carry over from Win7, and while the Microsoft DX system is good, it does have issues providing backwards compatibility.
So, it's up to the end user to make sure their PC has the needed engines and libraries installed for the applications needing them.
