That would be the case if heels actually worked, but they don't, nevermind the fact that Viera don't have the feet they're supposed to have in XIV, which is the reason for their shoes being the way it is originally. You say that like the women don't have a reputation for being fierce jungle warriors themselves while looking like supermodels wearing lingerie and stiletto heels. The men seem to be a perfect counterpart for that mismatch of skill and appearance.
And talking of heels – assuming their height while in racial gear is the listed height, the 5cm difference between men and women is more than made up for by the height of their shoes.

I know they don't work correctly overall and a character's height doesn't change between equipping heels and flat shoes, so their lower legs grow and shrink instead.
In most cases the characters are modelled with flat/low heels to begin with, but my question is, how does that look on Viera? Not having spent time playing one, do their legs look realistically proportioned in heels and overly long in flat shoes?
If they're modelled with the intent that they're wearing heels, even if game limitations don't allow them to do it all the time, then I would consider their "model height" to include the height of their heels.
Actual clothes, yeah, but they're all still wearing the Viera stilettos instead of the flat sandals that go with the Ravel set.

They straight up have the same body mesh as any other female race the majority of which wear heels on their starters and smallclothes sans lalafell so I don't really know, they do have long legs either way. Regardless, if we take the viera feet structure into account that never made it into the game, they should both be wearing heels.I know they don't work correctly overall and a character's height doesn't change between equipping heels and flat shoes, so their lower legs grow and shrink instead.
