All things added to lighten the mood in the game in the style of some FFs, even if not always explicitly. Not everything falls under that category. Part of the issue is that some people prefer their FFs to be more like 12 (or even Type-0 or 13), which had a grittier overall aspect to them.

That would be the case if heels actually worked, but they don't, nevermind the fact that Viera don't have the feet they're supposed to have in XIV, which is the reason for their shoes being the way it is originally.

In most cases the characters are modelled with flat/low heels to begin with, but my question is, how does that look on Viera? Not having spent time playing one, do their legs look realistically proportioned in heels and overly long in flat shoes?

If they're modelled with the intent that they're wearing heels, even if game limitations don't allow them to do it all the time, then I would consider their "model height" to include the height of their heels.

They straight up have the same body mesh as any other female race the majority of which wear heels on their starters and smallclothes sans lalafell so I don't really know, they do have long legs either way. Regardless, if we take the viera feet structure into account that never made it into the game, they should both be wearing heels.
