I don't think it needs a nerf at all. Players just need to use essences and everything goes down quite quickly. .I agree. Delubrum Reginae, and to a lesser extent Castrum Lacus Litore, do a poor job at conveyance of mechanics.
Eventually Delubrum is going to need a nerf anyway, though. Maybe not to damage or mechanics but certainly to boss health. The Queen especially is balanced around the idea that the raid is using damage essences but people rarely use damage essences already and will do so less and less the more outdated the content is.

I feel sorry for future waves going through there to do the relic, by that point people will be feeling a lot less like grinding essences anywhere.
I do think it would be silly to nerf content because people are lazy. Cause let us be real that is the only reason to not use essences.
I don't think they should nerf content difficulty just because some players cannot be bothered to actually use the proper tools at their disposal. The place literally allows players to equip essences or lost actions to their lost finds holster at spawn and suggests players should use it. It's ridiculous. For that matter, if I really wanted to, I (or other players) can easily farm fragments SOLO. Nerfing DR would mean future players wouldn't have the full experience of the raid, and I'm not sure if minimum item level is even possible.
Nerfing it would be ridiculous anyway, for that matter. If players actually did use damage essences after the fact, we're looking at bosses dying about as fast as in the MSQ roulette.
