    Let me go through your examples and see what of them we have.

    DPS can still CC (Sleep cast on DPS casters, but it's so pointless nobody does it).
    Physical DPS can do personal heals and caster DPS can either heal or shield.
    Caster DPS can root (but it's so pointless nobody does it).
    Ranged physical DPS can slow movement and melee jobs can slow the GCD with Arm's Length.
    Ranged physical DPS can do party damage reduction, melee DPS can do personal damage reduction and caster DPS can shield or heal themselves or the party.
    Ranged physical DPS can increase the speed of the party and everyone can sprint.
    Caster DPS have Addle and melee DPS have Feint, which are also damage reduction.
    Ranged physical DPS have an interrupt.
    Bards can dispel a disease from a player or shield from that disease.
    Melee DPS have an ability that heals based on damage (Bloodbath).
    Physical DPS have stuns.

    So almost all your examples are available in this game on DPS classes. The few examples that are not in the game used to be, such as threat redirection, disease dispels for casters and party heals and damage reductions like how many tanks don't use mitigation. Utility is ignored by most casual players.

    The reason they don't do things like this is due to it wasting dev time on essentially nothing. While these may be cute gimmicks for a spell. Which means less time spent on new battle animations, abilities or what have you that has far longer an impact. This is better used in content like Bozja hence why we see gimmick essences and such.

    Out of combat utility was never forgotten in any other game I've played. (Hello mesmer port revenue B-)) and i don't recall BRD's kit being neglected 'cause they added performance mode~

    (Seriously why do we all fret over the dev's team to prioritize so much?! Even when they do mess up they tend to address the problem well enough. )

    Gonna have to agree with this, at least in the healer area. Told to do DPS as well? Spam glare for the next minute. Feels a bit...meh.

    Ironically the classes that has utilities are the ones that are more likely to ignore its existence entirely in pug runs. If it’s on my hand as a healer I’d be glad to do that job for them instead.

    This is how most of the utility we used to have went away. The devs saw the majority of the player base not using them or in some cases using them to troll. That they took them away. I fear for what little utility we do have left because even if they're used at wrong times I'd rather have them be used then not have the devs think no one outside of raiders use these. I would love to have more utility, but even when some jobs were filled to the brim with utility most never used them.

    This isn't other games though. We fret over what the dev team prioritizes because this game largely has a technical debt which necessitates more complex solutions. Furthermore, when they do venture in the realm of gimmicky stuff, it comes at the expense of something else. Which is also true of other games. Perform is actually a perfect example of arguably wasted resources. The sheer amount of options they've added likely means it takes no small feat to develop. And it largely is ignored by the majority of players.

    While some players undoubtedly like stuff like that, which is cool. I'd rather they not bother and focus more on actual gameplay as that'll be the greater majority of what players are doing.

    I feel like this comment needs to be highlighted. The reality is that at one end of the spectrum the current "limited" utility is already walking the line of being too much (to be clear, current group survivability is really easy to obtain). Part of this is due to the predictable nature of encounters. A utility tool that could in theory help you make a difference during prog will actually end up being used to straight-up cheese mechanics in practice. And for a variety of reasons that go outside the scope of this thread, SE isn't going to change how their encounters work.
