Harassment+death threats allowed...warning for thing I didn't do upheld?

EDIT FOR CLARITY. This is not a 'why am I being harassed' and answers of 'just blacklist them' are proof you ignored the post or just skimmed it. This is 'why are the GMs ignoring that, while instead 2 weeks ago applying a penalty on my account for something I haven't done in over a year, and even then I didn't do it lightly.'

I've been dealing with harassment for a while now. Not just people openly seeking me out explicitly to give me trouble, argue with everything I say just because it's be saying it...but up to, and including, getting actual death threats, a person who is *still an active, paid subscription* as of this moment told me they would packet sniff my location, make my life hell, kill my family and kill me. Their exact words included 'fight me irl tough guy' 'Stfu b4 I come kill u' 'Wyat's your address' 'I'll found out where you live. Youl like me right' 'How many children do you have' 'Wife?' 'A dox should tell me' 'I'm gonna make your life hell'.

There, with names hidden for obvious reasons, hence the...broken up nature I had someone else's tell mixed into that..

This sort of thing? Allowed. That person is still there. The person who has spent a year and a half, near two years, randomly attacking me, going to my friends-in game no less-to try and get them to stop being friends with me, to try and get me removed from groups, the multitudes of people who've sent me screenshots of this person going into groups to trash talk me, the times they've gone ingame and mocked my dead family, tried to get me to 'forgive them because that's what my grandfather(now dead, one of the only family members I cared to listen to for much of my life) would want, repeatedly and deliberately used alts to bypass my blacklist, multiple community members have attempted to negotiate peace to get the constant public attacks to stop because SE has refused to act to prevent this...that person is still here.

Now I've been told by a GM I have a warning on my account for...invalid use of vote kick? I haven't SEEN a vote kick in six months. I haven't initiated one in well over a year. Last one I saw was a dps votekicking a tank in aurum vale who was in sub-hall of the novice gear and spewing racial slurs along with telling the rest of us to stop being s*** and do better. After waiting two weeks on appealing, they..upheld it. What the hell is going on with GM staff? Why are open death threats and repeated use of alts to harass and bypass blacklist when it was explicitly stated I do not want to talk to them allowed...but I get a warning for something I didn't even do?
