I just want access to a really dark brown colour. I don't like the jet black and wanted my dark-haired character to have a tinge of brown to it; instead I had to settle for purple as the next closest not-black.

Nah, we do actually know that hair color is stored directly as a standard RGB value. The current selections are an entirely intentional and artificial limitation. If anything, they've spent far more time and effort preventing people from breaking out of the allowed colors than it would have taken to give us numerical input or a slider and let use the look we want.

That said the way this game handles character data does need an overhaul. It won't be fast, it won't be easy, but it would go a long way to future proofing the character creator.
There was a way people were able to hack their way to having non-standard hair colors. What I heard was that they changed the hex value during character creation and the game just went with it. I feel like it kinda throws the character data argument out the window though. If anything, SE is wasting character data if they're using six digit hex values for colors and only giving us the option to pick from a handful.

    Stored at what level?

Everything I've seen of NPC data from browsing Garland Tools indicates that character hair colour is stored not as RGB values but as a grid reference to that palette. Change the layout and you'll presumably change existing characters' appearances as they blindly reference whatever colour is now in that slot.

Unless it's just how the website relays the information.

The grid reference would require less data, though, which might explain why they took that approach. Two numbers instead of three.

I was playing around yesterday with vieras rava and veena and they dont have the same eyecolours or haircolours either. I have this warm lavender haircolour I love on my rava, but since her skin is somewhat like that the eyebrows disappear a bit in her skin, so I thought, let me check veena, since they can be lighter in skin but....the haircolours wasnt there.....Now this would be solved if they just gave us the option to have darker eyebrows but that is another thread entirely.....
