To save time, I'll just copy/paste what I wrote the last time you started a thread requesting GARO:
As an updated opinion, I could see this returning via Mogstation, since there'd be money in it for both GARO and SE.At the point, it is very likely SE would have to pay money to get GARO back into the game. I don’t think GARO particularly cares, although they do a LOT of collaborations here in Japan.
The first run was probably a kind of mutual sponsorship, or even perhaps money was spend in some direction.
Now, it’s not so much in GARO’s interest to do FFXIV; moreover, there is a good chance they have some kind of exclusivity agreement with PAO (pachinko place they collaborate with) or some such.
Moreover, there will absolutely be howls of complaints that A) certain jobs won’t have gear like dancer and B) zomgwtfbbq Hrothgar/Viera can’t wear the head pieces (can they?)
Point being it’s not just a simple switch on/off, and very much might require SE paying to allow the event to come back, or at the very least an investment of man hours I would rather see elsewhere.
There’s a lot of unknowns and assumptions involved in collaborations that we just don’t know about, and I would rather not have SE spend money to bring back this content if possible. If GARO wants to pay, bring it on.
That’s business.

I'm not sure about the helmets for the armoured sets, but a lot of the Makai headpieces were circlets and hairpins that presumably work for everyone.
Weapons for new classes would be the main thing actually missing.
Huh? Dancer can wear the ranged Makai set and I'm pretty sure the hairpin is visible on viera as well.

As was said, they don't own the rights to GARO, so it's not their (SE's) call.
Not sure you (or anyone) is with GARO, but it's a pretty big..ish..deal here in Japan with many crossover events. The problem is who pays who, or if both agree for a mutual deal (like Monster Hunter), or if there is some kind of friendship between the two companies and both parties allow it to happen (like Yokai Watch).
