Correct me if I'm wrong, but you bought this bundle at a discount, yes? In that case, Shadowbringers price won't actually drop until Endwalker releases since it's still the relevant expansion. You essentially "reserved" the cheaper price by agreeing to wait. And you did agree whether you intended to or not since it directly states: "This product also includes Stormblood and Shadowbringers expansion packs, which will only be provided at the release of Endwalker."

Most you can do now is attempt a refund and then buy Shadowbringers and Endwalker separately.
