No, you'd just need the appropriate item level equipped for a level 53 character, so you'd need i105 gear or better in every slot for leveling roulette (the minimum item level for Sohm Al, the class's highest available dungeon) and i90 for alliance raid roulette (for World of Darkness, the class's highest available raid).

Once you hit level 55 and therefore gain access to the Aery, the item level requirement rises to i110, and so on and so forth through the leveling process. This doesn't actually prevent you from using the roulettes unless you, say, hit level 60 on said Monk off your leveling roulette for the day and experience the requirement for alliance raids jumping to i235 without you having had a full set of Striking gear ready to go, so the downside there is that you would need to run on a different job or do different content to accumulate tomestones for said gear.

At which point you're still stuck doing CT not only because a level 55 player can't do SKy Pirates or Ivalice but because there will be new players in the Alliance who are doing CT for the first time.

    Nothing was solved.

If you want to be doing Sky Pirates or Ivalice, then direct queue for them. Roulettes are to fill parties for players who are doing the content for the first time, not for players who've already done them. Right now, there are far more player trying to get CT done for the first time because it's part of MSQ so that's what the roulette delivers.

A better suggestion would be for SE to separate out CT into its own roulette with a second roulette for the others that are not mandatory. Those who only want to do CT can. Those who want to do the others can. Those who want to do both can.
