I would not say it adds to the complexity of the race. Overall it is just height. Now if we gave them a gut slider that would add some complexity. :P

Actually there are many factors that make races interesting.
Viera have a sort of Amazonian background. Powerful yet Feminine. Not needing of the males of their race to do things for them.

To design their males to be visually more powerful sort of diminishes that background. Height is one of those factors in story telling that use to show power/authority

So yes height adds to their story
