Doubtful, look at Eureka. The notes if you actually read them have a rarity ranking on them for a reason. Also because there is a guaranteed route to notes today via duels even if you need to spawn the skirmishes and CEs.
There is automatic echo in Bozja when the instance gets too small and that also applies to duels, if anything they just make echo always available.
This assumes you can get the F'n fate to spawn to even get a duel. This is the worst system SE ever devised. Even worse than their housing crap. If it's Menenius, hope that Acceleration Bomb doesn't explode even when the mechanic is resolved correctly and no longer a debuff even after waiting a full GCD with 2% left.
Update on my run count: 70 Dalriada runs. Neither note has shown itself yet.
