    Well I have a fairly good example I think. I bought a house for my FC when they added new plots last year. I got a neighbor that bought a house across from mine, but they never did anything with it. The yard and the inside remained barren.
    Kinda makes me feel bad for the people who missed out. The house clearly was just purchased for the sake of it.

    I am still questioning the OP's view of what bad use is. I just took a jog around their ward and there are a lot of homes decorated inside and out. Not going to jump to conclusions on their view but I feel like I know what their view of bad use is..but they are claiming many dont use them.
