It can, so long as it doesn't take up that as many more buttons as steps offered (or, ideally, no more buttons than now).
Of course, at present there's no need for multiple buttons to be used for the ST-combo, either.
It's worth noting, too, that AoE having a combo of its own would still give less depth than just, say, having RDM's melee skills deal a portion of the last melee skill's damage (halved if striking multiple targets) and allowing the current combo to be progressed by itself OR Moulinet. (And while that may sound complicated, that mechanic can basically spare you the tooltip-complications of Zwerchhau and Redoublement just by essentially not bothering with their arbitrary potencies or combo path, granting an overall reduction in complication even while offering more depth.)
At that point you could charge a very powerful Moulinet off of Riposte/Zwerchhau, offering more focus damage at just slight total AoE damage loss at high target counts, while still building up Verflare/Verholy and thereby Scorch. Smooth, intuitive, and iconic.
2 buttons -- far more complexity available than if 6 were utilized in the typical manner.
