It's purpose isn't to do damage, this is a repositionning tool to get in melee range quickly. You weave it to constantly keep 1 charge in cooldown to get some extra damage but this isn't meant to be a huge damage ability.

This is wrong. Intervene, Rough Divide, and Plunge do not work like Onslaught. Not dumping 2 Intervenes inside of FoF is a loss of 20 potency per Intervene, and that's just the base value, not even accounting for the fact that raid buffs will not be utilized, and you'll forever de-align from group alignment.
There are cases where holding the gap closer can be a benefit, but it's fight specific, and doing a Req opener might be a better idea if immediate movement is needed. If it has potency, it's purpose is damage. (except onslaught lmao)
EDIT: "It's only 20 potency!!!!!" If you get ten FoF's annd they all have 2 a piece, it's a free intervene in damage at worst. Guess it's up to the user if that's worth.

Tanks dragging bosses around or delaying GCDs while they run back because they don't know the fight well enough to time their gap closers right costs more damage than just holding onto a charge.
