If being prevented from playing and clearing a duty because you were kicked is not a problem because it does not necessarily mean the ones who kicked you acted with the sole purpose of disrupting your gameplay, that reasoning could potentially be applied to other situations.
It's open to interpretation. One could argue that the person that got kicked from the party got kicked because they were preventing the other players in the party from clearing the duty. Which can be interpreted as harassment as that player is obstructing the gameplay experience of the rest of players in the party they were kicked from..

So while they tried to report the players who got them kicked. The players who got them kicked could just as easily also report the one they kicked for harassment by disrupting there gameplay experience...

I dont know where that screenshot came from but perhaps they joined a farm party hoping for a clear when they had no knowledge of the content being farmed and thus wasted everyone's time. Valid argument for harassment..doubly so if said player deliberately joined a party he really shouldn't be in.

Being prevented from clearing a duty because you were kicked isn't a problem if that player was preventing the other 7 from clearing the duty.

This is why they just blanket bomb it with different playstyles
