Twinking usually refers to gearing out a lower level alt to the nines for the sole purpose of wrecking lesser geared players in PvP. It's most notable in a specific other MMO that lets you turn off exp so you can stay in low level PvP brackets forever.

I don’t believe it’s a thing here, due to experience not being able to be turned off, I think the OP is just confused.
