Why isn’t the third party software ban enforced?

It is against ToS to use ACT. But I won't sit and wait till they allow it. I will not request permission to have my DPS calculated either. It is still difficult for me to wrap my head around the people who refuse to know how well they have performed.

You have an official way to tell if your DPS is good enough, it's called the Raid Dummies. Parsers are only really good to show people who's numbers are bigger and allow players to target those with numbers they deem "not good enough"

If you can beat the Raid Dummy your DPS is fine.
