Are there really a lot of people out there that get a small plot and just turn up their noses and don't plan to do anything with it until they relocate to a bigger one, instead of making use of what they have until they can relocate? That sounds really weird to me.

Even if your housing idea doesn't fit into a small you can at least use the space to experiment with how it could all come together.

Yes you still do. But before you also had people selling small plots for exorbitant prices (now they still do if someone wants a specific location but more on that later). If I had a small house and knew I was gonna be away from the game past the auto-demolition timer, I'd just sell my small house for 100M gil, and then use that money to buy back a small house for 100M when I was back since I wouldn't have to wait for an invisible timer. Meanwhile if you didn't have a house you would have had to farm up those 100M to buy a small plot, and never even dream about buying a Medium or Large plot because the prices were insane. Medium/Large plots only became available through autodemolition in extremely rare circumstances when something huge out of the players control happened irl, since otherwise they could also just sell and rebuy.

With the current system, while far from perfect, no matter what happens relocation or not the universal balance will always have a plot open if one is relinquished/demolished at an accesible price.

and now you also have people sitting on small plots for what might be months, keeping other players from getting a small house, just so they can relocate.
It doesn't matter if that small plot becomes available to people afterwards. Players still have to pay ridiculous prices for anything above small and small plots are still occupied by players who do not even use those plots and just keep it so they don't have to deal with the timer in the future.

I mean what people do with their plots is their business. We can't ask SE to take the plots away from players because they are not using them the way we see fit. In fact, if you consider this an issue, the previous system had people buying entire wards and sitting on them till someone bought them for said exorbitant prices.

Add to that the fact that bots have a significant advantage over normal players when it comes to acquiring a housing plot and I think it's quite obvious where the plot timer does a poor job at solving the issue.

Botting does not come without a risk of either getting banned or have someone relocate and set up a retainer to take your money.

This is what I did. I got a small house when what I want is a Large house, but in the meantime I decorated my small. Then I managed to relocate to a Medium house and I'm currently decorating that one while waiting for a Large plot to become available.

Just wait until 6.1 and snag one. That's how I got both my personal and fc large houses back in last ward expansion.
