Whilst I can see some merit to a lottery, I think that would work for relinquished and demo's plots. A two hour timer window would be acceptable too, but at least a raffle gives everybody the same chance and avoids any camping.
On new housing, however, I don't think it should be done that way, that initial rush on new housing plots being added maybe lasts an hour, and you can go in with a game plan and you can do things to give you the edge in that rush, so I think there would still be a desire to try your chances with the advantage of there being no timer.
And if you don't get lucky, you still have a chance with relocated plots.
Friend of mine transferred to my server and found a house in Shirogane within 10 minutes. Was on Spriggan.
And every other area has like a dozen houses available. I guess I'm on a good server.
It's NA who have the worst housing situation due to the population size. Sure some could transfer to Spriggan but that would mean leaving friends behind and potential latency issues depending on their location and internet connection. Not a good trade for a house.
I like Spriggan very much and I live on a number of different servers including Aether, Crystal, Mana and others. I would personally recommend it. I live in North America and the ping/latency there doesn't seem to be much different for me at least.
Winning a lottery is totally luck. I'm much rather deal with 10 or so people at a placard then hundreds or more putting their name in a hat. I won my house on Balmung doing just that. Ask for a fix for the timer which should be at most 2 hours if not less.

I completely agree. I wouldn't want a solution to punish and take things away from players who did nothing wrong. However, its ridiculous imo that SE allowed people to take over full wards back in the day and that they still own all the houses. I've seen screenshots of a single person owning literally every home in the ward except for two. No single person needs to own over 20 houses!
Thats exactly why its a random timer up to 24 hours. To prevent house flippers. It'll be really easy to flip a house in less than 2 hours at peak low players hours, the same RMT it was to meant to prevent.No to lotteries please. Lets not let RNG dictate who gets a house. Takes no effort to put your name in a hat. Lets fix the timer. Best time for a house is during new ward additions. The timer needs to be reduced to no more that 2 hours. It'll stop instant demo/sell options and anyone demo'ing a house is risking anyone coming to try and buy it so a buyer would be silly to take the chance.
Oh there is risk involved in trying to flip a house that way. I personally don't see flippers as being that big a problem it's certainly not worth making the community have to wait 24 hours for availability. I've been here since before the timers and things worked fine for the most part. If you want a house then camp them at low peak hours. It's more than doable and probably the best time to look.
The bottom line is the seller and especially the buyer can't be sure they will be able to get that house because people will be there camping along with them even in the middle of the night. Sellers and buyers especially want a sure thing not a chance at winning a house. Most normal demo's will pop at all times of the day. Futhermore the timer certainly hasn't stopped the selling of houses using the alt account FC model.
