Thats exactly why its a random timer up to 24 hours. To prevent house flippers. It'll be really easy to flip a house in less than 2 hours at peak low players hours, the same RMT it was to meant to prevent. No to lotteries please. Lets not let RNG dictate who gets a house. Takes no effort to put your name in a hat. Lets fix the timer. Best time for a house is during new ward additions. The timer needs to be reduced to no more that 2 hours. It'll stop instant demo/sell options and anyone demo'ing a house is risking anyone coming to try and buy it so a buyer would be silly to take the chance.
Oh there is risk involved in trying to flip a house that way. I personally don't see flippers as being that big a problem it's certainly not worth making the community have to wait 24 hours for availability. I've been here since before the timers and things worked fine for the most part. If you want a house then camp them at low peak hours. It's more than doable and probably the best time to look.
The bottom line is the seller and especially the buyer can't be sure they will be able to get that house because people will be there camping along with them even in the middle of the night. Sellers and buyers especially want a sure thing not a chance at winning a house. Most normal demo's will pop at all times of the day. Futhermore the timer certainly hasn't stopped the selling of houses using the alt account FC model.

Not really. There are more players online at those hours than some people think. I've watched 6-8 people camping on Coeurl at 3am in the morning and we're one of the lowest pop servers in NA. The housing discords do a very good job of getting the word out within minutes of a plot becoming available and their members are frequently sharing the information in other discords and linkshells (I see house notifications in a hunt discord fairly often).
Someone trying to buy from a flipper would be taking a huge risk that the handful of other players who get notified through the discords won't get the house instead. The flipper wouldn't care, they'd have their gil/money for relinquishing the plot.
