    It is a form of harassment, but really, something to report and keep click the placard. If you can memorise, or take your time with using the numpad to target and navigate purchase options - they can jump and shout all they like and you'll still be bidding while they're too busy stuffing around with mounts and typing.

    It's dog eat dog, either you want the house enough that you won't tolerate distractions, or you are equally entitled to walk away. But that's not what is going to get you a house.

    To the OP - Yeah, it's harassment by the players. The GM should be taking action, but they aren't obligated to (by their own rules, the GM can make the call).

    Completely anecdotal, but I was told by a lot of people in NN that jumping in front of or distracting someone clicking a placard is not harassment. You can use your keyboard to spam a placard to ignore all other targetables near you; I think it isn't harassment because there is a way to still play the game despite people trying to stop you. That being said, stop clicking and use your keyboard. In self defense, I like to jump around a placard and you can tell when people are clicking.

    I don’t know about strictly jumping around a person as they’re at a placard, but the summoning mounts thing to try to deliberately cover or cause issues with targeting is a reportable and punishable offense. When Palace of the Dead came out, people were summoning their large mounts and planting them on top of the PotD NPC to cause problems. When they were reported, GMs immediately disconnected them from the game. So the other players summoning a mount and obstructing the placard is something they could get in trouble for.

    Yeah, when there's competition involved all sorts of people come out of the woodwork. They can potentially resort to some pretty dirty tactics. I saw it a lot in WoW when it came to rare spawns in the open world or for silly things like parking a huge mount on top of a mailbox or important quest NPCs. FF XIV housing is more of a PvP mode than its actual PvP modes, so it's not surprising.
