It don't even make much sense from a company's view, as instead of being able to sell to 100% of your player base you are cutting off any not playing x gender.
It makes sense from a workload perspective. When they can get away with adding an outfit for only one gender, it cuts the time of fitting those items onto player models in half.

This is why it took them so long to get around to making men able to wear bunny outfits etc even after they decided to eventually do it. It's not just a switch they toggle on or off and then they're done.

What confuses me is when they sometimes add male/female items as different sets when they could have just made one item set that shows up differently for both genders. I believe the werewolf costume thing for halloween a couple years ago was like thi, different items for both genders, as well as stuff like racial gear/hempen sets. When they have the ability to just make the same item appear different on both genders like say the dancer artifact set. Or all the other differences between female and male appearances on gear like the added boob adn thigh exposure you see on a lot of female sets vs male sets on the same piece.
