Exaclty that. They can think outside of the box with the current concept, like:Everything is glamour. If they want to make a glamour specifically for dancer, they just make the dancer weapon for set X have whatever innovative design they want to give it.
But as has already been mentioned, I think they just got overenthusiastic early in the concept design, thinking they could have "all kinds" of throwing weapons like knives, but have since realised that the animations only really work with chakrams and circular weapons, though still drawing on a few different design concepts like shuriken and wind-fire wheels - not that the fighting style has much to do with how any of them work, as far as I can tell.
I think the animations limit it as well. Sometimes your character is wielding the physical chakrams, but they transition into glowing rings that are part of the battle animation and may not be showing the actual weapons at all.

- Shurikens (which there's 1 chakram model pretty close to that)
- Some Yuffie weapons
