Allow RDM Verraise at much lower level

A lot of low level healing has been removed over time. Both tanks used to have access to bloodbath, PLD also had access to cure and stoneskin which at the time were not bad tools and WAR could basically heal themselves in tank stance, SMN physick was still viable like cure on PLD and BLM even had access to it aswell along with their infinite mp pool in umbral ice.

Obviously none of this was as effective as an actual healer but it did mean most of these jobs could carry healing if the healer went down for one boss fight. Now basically all of that has been removed but old content is also a breeze with how overgeared most people are and a lot of healing skills are accessed at later levels like PLD clemency and yes RDM vercure and veraise.
