I'd be surprised if the dragons didn't have something to say about the situation when there's a tower planted in the Dravanian Forelands within eyeshot of Anyx Trine.

There are towers visible from almost every zone in the game, though, so I'm not sure having one situated in the Forelands is any more important than the ones in, say, Southern Thanalan or the Lochs.

Right, but the thing there is that there's one right outside the Miquote settlement of Forgotten Springs and another right next to the Ala Mhigan Quarter. The dragons have no more of a special reason to be involved than anyone else. They might coordinate with the Warrior of Light, or they might not at all. the tower in the Forelands is no evidence of it either way.
