Floortank seems to be saying that if they made the level 70 tone vendors available prior to Shinryu, that would somehow "encourage people to skip the MSQ" which doesn't make sense in any case, but my counterpoint is that Heavensward does make its tome vendors available prior to the equivalent fight without an issue.
You can't skip those fights either way, so how would the presence of a vendor encourage people to skip an unskippable fight?
I was really expecting they'd change access to Stormblood tome gear once Shadowbringers came out. There's a perfect opportunity at level 68 when you return to the rebuilt Rhalgr's Reach - and a matching opportunity-in-waiting at level 78 where you get full access to Eulmore. And yet Idyllshire remains the odd one out in letting you access it straight away.
