It's two different things and by a margin.
Viera were promised and it was revealed that it would only be half the race, the other half being male Hrothgar which i don't think many asked for.
The DNC situation wasn't DNC itself, it was the community expecting a new healer because SB had 2 DPS. And DNC being a supportive job in most FF.
The announcement was also at the time they announced Viera female only and BLU being a limited job. On top of that, there was very accurate leaks which raised people expectation but that's another subject.
Viera were a promise half-filled, Dancer was a logical expectation. They failed to communicate so the community expectation would be set to a certain target.

As for the Scythe Wielder? If it's not then what? You won't see anyone whine about not getting a Scythe Wielder, we might see a very small group being disappointed. Next DPS being a Reaper is a theory as solid as water, we don't have proof.
But for now, the promise is a melee DPS using Dragoon Armors and the hints are those two shirts.
The difference now is the expectation and the promise. They communicated during the last Liveletter to set the expectation and promised a melee DPS.
