Because Hrothgar faces aren't tied to the hair? Yeah, right. Give me a break. At least you don't have to buy a new haircut via a phantasia bottle on top of being able to wear headgear.
There's perks and drawbacks to every playable race. My point was more that there's older playable races who have been in need of having their specific issues addressed for longer than Viera and Hrothgar have existed. So it'd be strange if the development team didn't take the opportunity to touch up the other playable races at the same time. Especially when rival MMO's have done similar.
The other races have received about 7 or 8 hairstyles just this expansion, while Viera and Hrothgar got a grand total of zero anything since their release.If they decide to tweak Viera by giving them additional hairstyles then I hope they also go back and fix some of the glaring issues with the older races too. Highlander men, for example, could do with getting some actual eyebrows and Raen/Xaela would benefit from being able to select different horn styles without them being locked to specific faces.
If that's the plan they have in mind, then it might explain the delay in Viera and Hrothgar getting additional options. If it isn't...then it's going to be a kick in the teeth for those of us who play or want to play the older races.

Players of every race are getting a bone thrown at them every other patch, while Hrothgar and Viera don't get anything. Not even a hairstyle they might not like.
I have agreed with you before that at the very least male Highlander eyebrows is something that seems like an easy fix, but that would be an extra on top of everything they already get rather than an equivalent to adding more than 8 hairstyles to Viera and Hrothgar.
I'm personally not holding my breath for the announcement in May shaking up the CC for everyone, but it'd be nice to be surprised.
What bone? The others have 100 bones while Viera and Hrothgar have 50 bones. But you make it sound as if the unlimited races have it so much worse which just isn't even remotely true.

This is pretty much what I’m expecting at this point. I’ve been pretty vocal about these races needing attention but I’ve kinda just gotten to the point where I recognize it’s clearly not a priority for them, nor is the character creator at large, and it never will be.
I spent all expansion like “Any patch now!!! We’ll get something! Yep, this is it!” Now I’ll honestly be shocked if they add more than one or two hairstyles at next expansion launch. Hrothgar will still probably have to pay to change into them.
Great dev team in a lot of ways, but they just don’t care about CC or the new races. CC in general has been in desperate need of an overhaul/expansion for a while, and every time it comes up they simply say it’s too much work, they will try though, and move on quickly.
I’d be delighted to be wrong, though, as I still think releasing the new races with no plans to incorporate them into the gear/hair schedule was in really bad taste.
